Just don't think about it too much. Next time you two hang out, kiss him normally, and slowly pull away after a few seconds before things get too heated. Then, you'll realize if you want to kiss him again, and if you do..THEN you can make out. :] I had this ';never made out before'; problem a few weeks ago, but trust me, it just comes naturally!

Sit close to him or on his lap and kiss him. The rest will come naturally. If he tries to make out, and you don't feel comfortable with it, just gently pull away and tell him that you're sorry, but you're nervous. If he's worth it, he'll say OK, and take it slower.
