Be as light and flirty as you can be with the message.
Dont' say things like ';I love you'; or ';all I can do is think about you...'; that's bad. Something like ';To the guy who puts a smile on my face...'; or ';For one special cutie,'; or even ';GOTCHA! Happy Valentine's Day'; may be enough.

I would just put in some nice and cute things in it to make him feel good but nothing about you having a crush on him. Tell him that stuff in person.
